The Bureau des Îles Anglo-Normandes (BIAN) represents the Governments of Guernsey and Jersey in France. Operational since June 2014, BIAN falls under the remit of Jersey’s Ministry for External Relations and Guernsey’s Policy and Resources Committee. It is responsible for facilitating relations between the Islands and the French authorities, as well as promoting political, economic, cultural, and educational exchanges.

At the time of the Office’s creation, Guernsey’s Chief Minister, said: “This is a hugely constructive step which we and our colleagues are taking together. I know this is a development that will be warmly received in France.” Jersey’s Minister for External Relations said: “Our objective remains to further develop mutually beneficial links with our French neighbours, and this new partnership will also help us build stronger relationships with government in Paris.”

Aurélie Leroy took over the management of BIAN in August 2015 and has an excellent knowledge of the Channel Islands and Normandy.

After studying international trade, Madame Leroy worked in the Chamber of Commerce, then at the Jersey Office based in Caen. Having spent 10 years living in Jersey, she has an in-depth understanding of the islands.

After gaining experience in tourism, Aurélie Leroy headed the Maison de Normandie et de la Manche for 9 years, becoming the quintessential ambassador for Normandy. Today, Aurélie works in France to represent the Channel Islands.

Elise has lived in the Channel Islands where she worked in tourism and recruitment for both Jersey and Guernsey based companies. She knows the islands well, this intimate knowledge coupled with her proud French identity makes Elise the ideal intermediary with whom to further develop relationships with French contacts.

Originally from Normandy, Maëllie studied European Political Science in Lille. Alongside her studies, she is experienced in both the voluntary sector and journalism. She joined the office in 2025 to help strengthen relations between the Channel Islands and France.
